Subject : TMF Parking.
In keeping with the laboratory parking requirements
and restrictions (DMIE-26552), TMF Operations will be enforcing the following
parking policy. Parking at TM-17 has a
number of different requirements that will dictate consideration, including
snow removal.
General:
·
All persons
who drive a vehicle on TMF premises must have a valid driver license and
vehicle registration in their possession.
Operators of motor vehicles and bicycles must obey all posted traffic
controls, and disabled-only parking spaces, etc, as well as comply with all
state and local traffic regulations. No
person may drive a motor vehicle or bicycle on TMF
premises in a manner, which endangers personnel or property, or impedes traffic
flow.

When other JPL
employees or visitors are checking in at the main building, 15 minute temporary
parking in the yellow loading zone is allowable before driving to their
designated buildings.
Operating
Speeds:
·
Ten miles per
hour on all TMF roadways and parking areas.
General
Parking Regulations and Provisions:
·
Authorized
parking spaces are designated by markings on the pavement.
·
Authorized
parking spaces for people with a valid California Disabled Person placard are
designated by blue squares and with white wheelchair markings.
·
Vehicle
parking duration is limited to 24 hours unless prior arrangements have been made
with TMF Operations.
·
On-Site
parking for eligible personnel is described below. Color-coded decal holders must park their
vehicles only in designated parking spaces.
·
TMF has five
color-coded parking areas. Reserved
parking is color coded to coincide with the parking area assigned to the
authorized personnel (see below).
Parking shall be as follows:
·
Blue decals- Front of TM-17: JPL/TMF employees:
with blue background on identification badge, Line Management and 25 or more
years of service.
·
Orange decals- Front of TM-17: JPL/TMF employees.
·
Green decals- Front of TM-17: JPL/TMF/Contractor
employees.
·
Red decals- Across from TM-17:
Visitor/Overnight/Dormitory users.
·
White decals- Behind TM-17: GSA Vehicles/Long Term.
Persons issued a color-coded decal
must park in their designated areas only.
Parking in another color-coded area is considered a parking violation
(see consequences)
In the event that a person with a
properly issued decal is unable to park in his or her assigned area due to
unavailability of spaces, he or she shall park in the visitor area (Red). No overflow parking will be allowed into
blue, orange, green or white areas.
Personnel
receiving Blue decal parking privileges at TMF are:
1.
Those in the
job function of Principal, Line, and Program/Project Manager Level 1, Level II
or Level III assigned to TMF as their work location.
2.
Those JPL
employees assigned to TMF as their primary work location who have a blue
background on the their identification badge.
3.
Employees who
have 25 or more years of continuous service with JPL/TMF.
Personnel
receiving
1.
Those JPL
employees assigned to TMF as their primary work location.
Personnel
receiving Green decal parking privileges at TMF are:
1.
Those
JPL/Contractor employees assigned to TMF as their work location.
Personnel
allowed to park in Red decal parking area at TMF are:
1.
Visitors,
including JPL employees not assigned to TMF as primary work location.
2.
Overnight
dormitory users.
3.
JPL employees
working at TMF but not assigned to TMF as their primary work location.
Personnel
allowed to park in White decal parking area at TMF are:
1.
JPL/TMF
employees driving TMF GSA vehicles.
2.
Long term
parking approved by TMF Operations.
JPL Personnel assigned to TMF or who have projects
at TMF may park at their buildings when and where space is available.
Handicapped parking is for those who have
handicapped placards in their possession.
Consequences:
Naturally Occurring Consequences:
Improper
parking creates hazardous situations, including preventing snow removal,
preventing emergency vehicle access, obstructing normal traffic flow, and
increasing hazards to pedestrians as well as other vehicles.
Imposed Consequences:
Parking
will be monitored by TMF Operations, motorists parking improperly will be asked
to move their vehicles to proper parking areas.
Repeat offenders could lose their parking privileges.
